The Occupational Safety and Health Administration (OSHA) released the instructions for compliance safety and health officers to enforce the new Hazard Communication Standard (HCS) with consistency across the nation. In 2012, OSHA revised the US Hazard Communication standard in order to bring it into alignment with the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS). The new HCS is set to be fully implemented by June 1, 2016; although various phase ins have gone into effect since late 2013. OSHA's instructions for compliance contain a framework for enforcement during both the transition period and final implementation in 2016. Additionally, it appears as though the instructions will allow inspectors to support chemical-related enforcement under the General Duty Clause.
